Depending on how bad the forecast is, I will probably recommend embracing the weather. Oftentimes, the wild weather actually makes for the coolest photos. Nothing more romantic than dancing and making out with your love in the rain ;) I also always carry a cute, clear umbrella with me for portraits in case the rain is heavy, which adds to the romantic aesthetic. But if your venue has an indoor space, or room for tents, I'd suggest setting those up or moving inside.
